Currently UK Building Regulations state that any new non-domestic buildings that have more than one storey have to provide ‘refuge’ areas. These are relatively safe areas of a building where anyone that cannot use fire exit routes and evacuation lifts easily, will in the event of an emergency go to these designated locations and be able to call for help. There is a simple, effective two-way communication device (phone or intercom) in these areas so that any fire and rescue service team is able to ascertain where people are that may need assistance. The disabled refuge system is also there to reassure people that somebody knows they are there and that help is on the way.

Emergency Voice Communication

Maintenance and installation of the emergency voice communication (EVC) systems that form part of the whole disabled refuge system is given in BS 5839-9 which includes design/ layout recommendations. Any communication devices that are used should be mounted between 90cm to 120cm from the floor so that wheelchair users will have easy access to the device.

As with fire alarm systems the EVC should have a back-up emergency power supply, usually in the form of sealed lead acid batteries which are recharged by mains power when it is available.
